A bill discussed in a Minnesota House committee Wednesday would create a free grant program for the state’s two-year colleges.   Under the proposal,  100 percent of tuition and fees would be covered for students of families with an adjusted gross income of less than 100-thousand dollars.  Grants would cover 50 percent of college costs for families with incomes between 125- and 150-thousand dollars.  Representative Connie Bernardy of New Brighton says the cost of college and skills training should not be a barrier to access. The legislation was laid over for possible inclusion to a higher education finance bill.
