A Moorhead police officer will not be disciplined and is back on duty after hitting a handcuffed woman in the head when she spit at him. Police Chief Shannon Monroe indicates details of the decision involving Officer Matthew Lambert cannot be made public:

“In Minnesota there’s an Officers Bill of Rights, there are unions and there’s a very defined process that you have to go through.”

Lambert struck the woman while she was being treated in the emergency room of a Fargo hospital after being arrested at a restaurant for an incident involving a gun.   Felony assault charges against the officer were dropped after an expert said he believed Lambert was following his training.
